It is used for a few things and not worded very well.

Can be in the case like Sam said for him but you also need to verify if someone makes a claim that you have stole their email...

I had this recently. I got an email from iphone to my gmail account. It was a picture of someones porch and nothing else. Noticed the guys hotmail was similar to my gmail. He must have or tried to set up a gmail and testing it out or something. I emailed him saying that this was me and think he sent it to the wrong email address.
The idiot then made a claim against my email saying its his and I had to verify my email. I did so and also even got a phone call from a google support person about it.

Some people, GRRRR.
