What about trying a different site altogether and uploading vids? like Metacafe?

Metacafe works ok, but Youtube still doesnt.

Metacafe are crap thought, they reject to much stuff.

If you think its your ISP, go to a friends house and see if you can upload to your account there? If you cant = account thing. If you can = ISP thing
