Its an incredibly significant piece of cinema chaps and chapesses, filmed by a Frenchman in the UK.

That should be enough of a clue.

Since I aimed a bit high with my last one (it was the rather famous "Roundhay Garden Scene" so was perhaps bending the rules slightly) heres another:
